IFRS Transformation of Myanmar Banks Workshop သို့ တက်ရောက်ခြင်းအစီရင်ခံစာ အား Download ရယူရန်
1. U Maw Than, the Auditor General of the Union received the delegation from Denmark Embassy led by H. E Mr. Peter Lysholt Hansen, the Denmark Ambassador at the Office of the Auditor General of the Union, in Nay Pyi Taw at (3:00) p.m on 19th May, 2016.
2. In the meeting, they discussed about the activities of the two Supreme Audit Institutions(SAIs), the adoption of International Public Sector Accounting Standards (IPSASs) and International Financial Reporting Standards (IFRSs) in public and private sectors, the wide use of the Information, Communication and Technology (ICT) for the capacity building of OAG’s staffs and the other cooperation areas between two SAIs.
3. At the meeting, the Director General (Audit Department) and responsible officers from the Office of the Auditor General of the Union were also present.
၁။ ပြည်ထောင်စုစာရင်းစစ်ချုပ် ဦးမော်သန်းအား ရန်ကုန်မြို့၊ ဒိန်းမတ်နိုင်ငံသံရုံးမှ သံအမတ်ကြီး H.E Mr. Peter Lysholt Hansen ဦးဆောင်သော ကိုယ်စားလှယ်အဖွဲ့သည် ၂၀၁၆ ခုနှစ် မေလ (၁၉) ရက်နေ့ ညနေ ၃း၀၀ နာရီတွင် နေပြည်တော်ရှိ ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံးဧည့်ခန်းမ၌ လာရောက် တွေ့ဆုံခဲ့ပါသည်။
၂။ ထိုသို့ တွေ့ဆုံရာတွင် နှစ်နိုင်ငံစာရင်းစစ်ချုပ်ရုံးများ၏ လုပ်ငန်းဆောင်ရွက်မှု အခြေအနေများ၊ Public Sector တွင် International Public Sector Accounting Standards (IPSASs) လိုက်နာ ကျင့်သုံးနိုင်ရေးနှင့် Private Sector တွင် International Financial Reporting Standards (IFRSs) လိုက်နာ ကျင့်သုံးရေးအတွက် ဆောင်ရွက်မည့် ကိစ္စရပ်များ၊ ဤရုံး ဝန်ထမ်းများ၏ စွမ်းရည်မြှင့်တင်ရေး အတွက် သတင်း အချက်အလက်နှင့် ဆက်သွယ်ရေး နည်းပညာ (ICT) ကို တွင်တွင်ကျယ်ကျယ် အသုံးပြုနိုင်ရေးနှင့်အခြား ပူးပေါင်းဆောင်ရွက်နိုင်မည့် ကိစ္စရပ်များနှင့် စပ်လျဉ်း၍ အမြင်ချင်းဖလှယ် ဆွေးနွေးခဲ့ကြ ပါသည်။
၃။ အဆိုပါ တွေ့ဆုံဆွေးနွေးပွဲသို့ ပြည်ထောင်စု စာရင်းစစ်ချုပ်ရုံးမှ ညွှန်ကြားရေးမှူးချုပ် (စစ်ဆေးရေး)နှင့် တာဝန်ရှိသူများ တက်ရောက်ခဲ့ကြပါသည်။

၁။ ၂၀၁၆ ခုနှစ်၊ မေလ (၁၁) ရက်နေ့ နံနက် (၁၀း၀၀) နာရီတွင် ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံး၊ စုပေါင်းခန်းမ၌ အလယ်အလတ်အဆင့်/ အဆင့်မြင့်စာရင်းကိုင်နှင့် ရုံးလုပ်ငန်းကျွမ်းကျင်မှု အမှတ်စဉ်(၉၆)သင်တန်းဖွင့်ပွဲအခမ်းအနား ကျင်းပရာ ပြည်ထောင်စုစာရင်းစစ်ချုပ် တက်ရောက် ၍ သင်တန်းဖွင့်အမှာစကား ပြောကြားခဲ့သည်။
၂။ အဆိုပါအခမ်းအနားသို့ အမြဲတမ်းအတွင်းဝန်၊ ညွှန်ကြားရေးမှူးချုပ်၊ စစ်ဆေးရေးဦးစီးဌာန၊ ဒုတိယညွှန်ကြားရေးမှူးချုပ်များ၊ ညွှန်ကြားရေးမှူးများ၊ ဒုတိယညွန်ကြားရေးမှူးများ၊ ကထိကများ၊ သင်တန်းသား/သူ (၂၄၇)ဦး တက်ရောက်ခဲ့ပါသည်။
၃။ အခမ်းအနားတွင် ပြည်ထောင်စုစာရင်းစစ်ချုပ်မှ သင်တန်းဖွင့်အမှာစကားပြောကြားရာတွင်-
- နိုင်ငံတော်ကြီးအားစနစ်သစ်ဖြင့် ခေတ်မီဖွံ့ဖြိုးတိုးတက်တဲ့ နိုင်ငံတော်သစ်အဖြစ် တည်ဆောက်တဲ့ နေရာမှာ ဝန်ထမ်းအသီးသီးဟာ ပြည်သူလူထုအကျိုးစီးပွားကို ယခင်က ထက် ပိုမိုကာကွယ်စောင့်ရှောက်ပေးရမှာဖြစ်ပြီး မိမိတို့ အလုပ်တာဝန်များကို မှန်ကန် တိကျစွာ လိုက်နာဆောင်ရွက်ရာမှာ အထောက်အကူပြုနိုင်ဖို့အတွက် အလယ်အလတ်/ အဆင့်မြင့်သင်တန်းမှာ ကူးသန်းရောင်းဝယ်မှုဥပဒေ၊ ကူးသန်းရောင်းဝယ်မှုအထွေထွေ ဗဟုသုတ၊ စာရင်းကိုင်ပညာ၊ စာရင်းစစ်ဆေးခြင်း၊ တန်ဖိုးတွက်စာရင်းပညာ၊ ဘဏ္ဍာရေး စည်းမျဉ်း၊ ဝန်ထမ်းစည်းမျဉ်း၊ ဦးစီးဌာနစာရင်းပညာ၊ စာတိုချုံးနှင့်ရုံးစာရေးနည်း၊ ပြည်သူ့ ဘဏ္ဍာရေးနှင့် အခွန်ဘာသာရပ်များ သင်ကြားပို့ချပေးမှာ ဖြစ်ကြောင်း
- ဤဘာသာရပ်များသည် ကျယ်ပြန့်ပြီး ရုံးလုပ်ငန်းအတွက် အမှန်တကယ် လိုအပ်ကြောင်း
- အခွန်ဘာသာရပ်တွင် အချိန်နှင့်တပြေးညီ ပြောင်းလဲပြဌာန်းထားတဲ့ အခွန်ဥပဒေများကို သင်ကြားပေးနေခြင်းသည် တိုင်းပြည်၏ ဝင်ငွေဖြစ်တဲ့အတွက် အရေးပါတဲ့ သင်ကြား မှု ဖြစ်ကြောင်း
- ဒါကြောင့်မို့လို့ သင်တန်းသားများကလည်း ယခုသင်တန်းတွင် သင်ကြားပို့ချချက်များကို အပတ်တကုတ် လေ့လာဆည်းပူးရန် လိုကြောင်း
- သင်တန်းလာတက်ကြတဲ့ သင်တန်းသူ/သားများ၏ မိခင်ဌာနများအနေနဲ့ ဝန်ထမ်းတစ်ဦး ချင်းစီ၏ အရည်အသွေး တိုးတက်လာအောင် ဌာနဆိုင်ရာ လုပ်ငန်းများကို စွမ်းရည်ပြည့်၀ စွာ ဆောင်ရွက်နိုင်အောင်ဆိုတဲ့ ရည်ရွယ်ချက်များအပြင် စာရင်းပညာနားလည်တတ်ကျွမ်း ပြီး စည်းမျဉ်းစည်းကမ်းနဲ့အညီ အမှားအယွင်းမရှိ စာရင်းများ ရေးဆွဲနိုင်အောင်၊ မမှန်မကန် မှု လေလွင့်ဆုံးရှုံးမှုတွေမဖြစ်အောင် စသည့်ရည်ရွယ်ချက်များနဲ့ သင်တန်းသားများ ကို စေလွှတ်ခြင်းဖြစ်ကြောင်း
- သင်တန်းကျောင်းကြီးနဲ့ ကထိကတွေကလည်း တကယ်နားလည်တတ်ကျွမ်းပြီး အရည် အချင်းပြည့်ဝတဲ့ စာရင်းပညာရှင်တွေ ပေါ်ထွက်လာရန်ဆိုတဲ့ ရည်ရွယ်ချက်တွေ ထားရှိကြောင်း
- ဒါကြောင့် မိမိတို့ မိခင်ဌာနရဲ့ စေတနာ၊ သင်ကြားပို့ချသော ကထိကများရဲ့ စေတနာကို တုံ့ပြန်သောအားဖြင့် သင်တန်းစည်းကမ်းကို တိကျစွာ လိုက်နာပြီး ဘာသာရပ်ဆိုင်ရာ ဗဟုသုတတွေကို သေသေချာချာနားလည်ပြီး ကျွမ်းကျင်တတ်မြောက်တဲ့အထိ ကြိုးစား ပြီး လေ့လာသင်ယူသင့်ကြောင်း
- သင်တန်းဆင်းအရည်အချင်း သတ်မှတ်ချက်အဆင့်များကို အဆင့်ဖြင့် ထုတ်ပြန်မှာ ဖြစ်ပါ တယ်။ စာမေးပွဲကိုလည်း တစ်ကြိမ်သာ ဖြေဆိုခွင့်ရှိပြီး ဘာသာစုံ ပြီးဆုံးအောင် ဖြေဆိုမှ သင်တန်းပြီးဆုံးကြောင်း အောင်လက်မှတ်ရမှာ ဖြစ်တဲ့အတွက် အမှန်တကယ် ကြိုးစား အားထုတ်ကြဖို့ တိုက်တွန်းလိုကြောင်း
- သင်တန်းသူ/ သင်တန်းသားများဟာ ပြည်သူ့ဝန်ထမ်းများ ဖြစ်တဲ့အတွက် ဝန်ထမ်းများ စောင့်ထိန်းလိုက်နာရမယ့် ကျင့်ဝတ်သိက္ခာ၊ စည်းမျဉ်းစည်းကမ်းများအပြင် သင်တန်းကျောင်းက ချမှတ်ပေးတဲ့ စည်းကမ်းများကိုလည်း အလေးထား လိုက်နာကြပါလို့ မှာကြားရင်း နိဂုံးချုပ်ပါကြောင်း
၄။ အခမ်းအနားကို နံနက် (၁၁း၀၀) နာရီတွင် ရုပ်သိမ်းခဲ့ပါသည်။
U Maw Than, the Auditor General of the Union received the ROSC Accounting and Auditing Due Diligence Mission from The World Bank Group led by Mr. Christopher Robert Fabling, Team Leader and Senior Financial Management Specialist and the mission from The Institute of Chartered Accountants in England and Wales- ICAEW led by Mr. Mark Campbell, Head of International Capacity Building at the Office of the Auditor of the Union, Nay Pyi Taw at 9:30 a.m. on May 12, 2016.
In the meeting, they discussed about the situation on the adoption of International Financial Reporting Standards and International Standards on Auditing, the role of Myanmar Accountancy Council (MAC) and Myanmar Institute of Certified Public Accountants (MICPA), increase production of qualified professional accountants, condition of the operation of the foreign accounting professional organizations in Myanmar, factors needed for strengthening MICPA and the collaboration between ICAEW and MICPA.
At the meeting, Permanent Secretary and responsible officers from the Office of the Auditor General of the Union and representatives from MAC were also present.

၂။ တွေ့ဆုံဆွေးနွေးရာတွင် မြန်မာနိုင်ငံတွင် International Financial Reporting Standards နှင့် International Standards on Auditing များ လိုက်နာကျင့်သုံးနိုင်မှု အခြေ အနေ၊ မြန်မာနိုင်ငံ စာရင်းကောင်စီ (MAC) နှင့် မြန်မာနိုင်ငံ လက်မှတ်ရပြည်သူ့ စာရင်းကိုင်များအသင်း (MICPA) တို့၏ အခန်းကဏ္ဍများ၊ အရည်အချင်း ပြည့်ဝသည့် စာရင်းပညာရှင်များ ပိုမိုမွေးထုတ်နိုင်ရေး၊ နိုင်ငံခြား စာရင်းပညာရှင် အဖွဲ့အစည်း များ၊ မြန်မာနိုင်ငံတွင် လုပ်ငန်း ဆောင်ရွက်နိုင်မှု အခြေအနေ၊ MICPA အသင်းကို ပိုမိုအားဖြည့် ကူညီရန် လိုအပ်မှု အခြေအနေနှင့် ICAEWမှ MICPA အသင်းနှင့် ပူးပေါင်းဆောင်ရွက်မည့် လုပ်ငန်းများ နှင့်စပ်လျဉ်း၍ ဆွေးနွေးခဲ့ကြပါသည်။
၃။ အဆိုပါ တွေ့ဆုံဆွေးနွေးမှုတွင် ပြည်ထောင်စု စာရင်းစစ်ချုပ်ရုံးမှ အမြဲတမ်း အတွင်းဝန် နှင့် တာဝန်ရှိသူများ၊ မြန်မာနိုင်ငံ စာရင်းကောင်စီမှ ကိုယ်စားလှယ်များ တက်ရောက်ခဲ့ဲကြ ပါသည်။
