- Office of the Auditor General of the Union held the eleventh Waso robe-offering ceremony at the Assembly Hall of this Office, Nay Pyi Taw 5:30 AM on July 7, 2017.
- At the ceremony, venerable Buddhist monks from Phayarkyi Monastery and Yadanar Bummithara Monastery in Pyinmana were present and the staff of the Office of the Auditor General of Union led by U Maw Than, Union Auditor General offered Waso robes and provisions to the monks.
Then Union Auditor General and the Staff adopt five precepts from the venerable monks and shared the merits gained. After the ceremony, monks were offered meals and the staff were treated Monghinga.
၁။ ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံး ဧကာဒသမအကြိမ်မြောက် ဝါဆိုသင်္ကန်းဆပ်ကပ်လှူဒါန်း ပွဲကို ၂၀၁၇ ခုနှစ်၊ ဇူလိုင်လ ၇ ရက်နေ့ ၊ နံနက် ၀၅ း ၃၀ နာရီတွင် ဤရုံး၊ စုပေါင်းခန်းမ၌ ကျင်းပပြုလုပ်ခဲ့ပါသည်။
၂။ အဆိုပါဝါဆိုသင်္ကန်းဆပ်ကပ်လှူဒါန်းပွဲသို့ ပျဉ်းမနားမြို့၊ ဘုရားကြီးကျောင်းတိုက်နှင့် ရတနာဘုမ္မိသာရကျောင်းတိုက်များရှှိ သံဃာတော်အရှင်သူမြတ်များ ကြွရောက်တော်မူကြပြီး ပြည်ထောင်စုစာရင်းစစ်ချုပ် ဦးမော်သန်းနှင့် ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံးဝန်ထမ်းများက ဝါဆိုသင်္ကန်းနှင့်တကွ လှူဖွယ်ပစ္စည်းအစုစုတို့ကို ဆပ်ကပ်လှူဒါန်းကြပါသည်။
၃။ ယင်းနောက် ပြည်ထောင်စုစာရင်းစစ်ချုပ်နှင့်တကွ ရုံးဝန်ထမ်းများသည် သံဃာတော် အရှင်သူမြတ်များထံမှ ငါးပါးသီလ ခံယူဆောက်တည်ကြပြီး အနုမောဒနာတရားနာယူ၍ ရေစက် သွင်းချအမျှဝေကြပြီးနောက် သံဃာတော်များအား အရုဏ်ဆွမ်းဆပ်ကပ်လှူဒါန်းကာ ရုံးဝန်ထမ်း များအား မုန့်ဟင်းခါးဖြင့် ဧည့်ခံကျွေးမွေးပါသည်။
၁။ ပြည်ထောင်စု စာရင်းစစ်ချုပ်ရုံးနှင့်အတူ မြန်မာနိုင်ငံစာရင်းကောင်စီ၊ မြန်မာနိုင်ငံ လက်မှတ်ရ ပြည်သူ့စာရင်းကိုင်များ အသင်းနှင့် ကမ္ဘာ့ဘဏ်တို့ ပူးပေါင်း၍ စာရင်းနှင့် စာရင်းစစ်ဆိုင်ရာ စံချိန်စံညွှန်းများနှင့် ကျင့်ဝတ် စည်းမျဉ်းစည်းကမ်းများ လိုက်နာခြင်းအပေါ် လေ့လာချက် အစီရင်ခံစာ ထုတ်ပြန်ခြင်း အလုပ်ရုံဆွေးနွေးပွဲကို ရန်ကုန်မြို့ Park Royal ဟိုတယ်၌ ၂၀၁၇ ခုနှစ် ဇွန်လ (၁၆) ရက်နေ့က ကျင်းပပြုလုပ်ခဲ့ပါသည်။
၂။ အလုပ်ရုံ ဆွေးနွေးပွဲတွင် ပြည်ထောင်စု စာရင်းစစ်ချုပ် ဒေါက်တာဦးမော်သန်းနှင့် ကမ္ဘာ့ဘဏ်မှ Country Manager ဖြစ်သူ Mr. Abdoulaye Seck တို့က အဖွင့် အမှာစကားပြောကြားခဲ့ပါသည်။ ထို့နောက် မြန်မာနိုင်ငံ နှင့် နိုင်ငံတကာမှ စာရင်းပညာရပ် ဆိုင်ရာ ကျွမ်းကျင်ပညာရှင်များက Towards a stronger accounting profession ၊ Accounting Education: The catalyst to high quality accountants and Enhancing the quality of corporate financial reporting and auditing ခေါင်းစဉ်များ အပေါ် ၎င်းတို့၏ အမြင်များကို ပြန်လည်မျှဝေ ဆွေးနွေးခဲ့ကြပါသည်။ အစီရင်ခံစာတွင် စာရင်းနှင့် စာရင်းစစ်ဆိုင်ရာ အခြေခံ အဆောက်အအုံကို ပိုမိုတိုးမြှင့်ပေးရန် အကြုံပြုချက်များကို ဖော်ပြထားပါသည်။
၃။ အလုပ်ရုံ ဆွေးနွေးပွဲသို့ ပြည်ထောင်စု စာရင်းစစ်ချုပ်ရုံး၊ စီမံကိန်းနှင့် ဘဏ္ဍာရေးဝန်ကြီးဌာန၊ မြန်မာနိုင်ငံတော် ဗဟိုဘဏ်၊ မြန်မာနိုင်ငံစာရင်းကောင်စီ၊ မြန်မာနိုင်ငံ လက်မှတ်ရ ပြည်သူ့ စာရင်းကိုင်များအသင်း၊ ကမ္ဘာ့ဘဏ်၊ ငွေရေးကြေးရေး အဖွဲ့အစည်းများ၊ ရန်ကုန်စီးပွားရေး တက္ကသိုလ်၊ ကိုယ်ပိုင်စာရင်းကိုင် သင်တန်းကျောင်းများ နှင့် ပုဂ္ဂလိက ဘဏ်များမှ တာဝန်ရှိသူများလည်း တက်ရောက်ခဲ့ကြပါသည်။
1. The Office of the Auditor General of the Union together with Myanmar Accountancy Council, Myanmar Institute of Certified Public Accountants and the World Bank jointly held Report on Observance of Standards and Codes (ROSC)- Accounting and Auditing Dissemination Workshop at Park Royal Hotel, Yangon on June 16, 2017.
2. In the Workshop, Dr. U Maw Than, Auditor General of the Union and Mr. Abdoulaye Seck, World Bank Country Manager delivered opening remarks. And then, Myanmar and International experts shared their views on the following topical areas: Towards a stronger accounting profession, Accounting Education: The catalyst to high quality accountants and Enhancing the quality of corporate financial reporting and auditing in panel discussions. The report makes several recommendations to further enhance the accounting and auditing infrastructure.
3. At the workshop, the responsible persons from OAGU, MOPF, CBM, MAC, MICPA, World Bank, Financial Institutions, Yangon University of Economics, Private Accounting Training Schools and Private Banks were also present.

၂။ အလုပ်ရုံ ဆွေးနွေးပွဲတွင် နော်ဝေနိုင်ငံ စာရင်းစစ်ချုပ်ရုံးမှ ကျွမ်းကျင်ပညာရှင်များက နိုင်ငံတကာစာရင်းစစ်ချုုပ်ရုံးများ၏ စံများ (International Standards of Supreme Audit Institutions, ISSAI) နှင့်အညီ Performance Audit ဆိုင်ရာ အဓိပ္ပ္ပာယ် ဖွင့်ဆိုပုံနှင့် ရည်ရွယ်ချက်များဖြစ်သည့် Economy (ခြိုးခြံချွေတာမှု)၊ Efficiency (စွမ်းဆောင်ရည်ရှိမှု)၊ Effectiveness (လုပ်ငန်းထိရောက်အောင်မြင်မှု) ၊ Goal Attainment (ရည်မှန်းချက်ကိုရရှိမှု) စသည့် အချက်များအပေါ် ရှင်းလင်းပေးခြင်း၊ ISSAI နှင့်အညီ ဆောင်ရွက်သည့် နည်းလမ်းများ ၊ နော်ဝေနိုင်ငံ စာရင်းစစ်ချုပ်ရုံးက ဆောင်ရွက်ခဲ့သည့် Case Study များ၊ စစ်ဆေးတွေ့ရှိချက်များ ၊အကြံပြုချက်များ ၊အစီရင်ခံစာပြုစုခြင်း ၊လုပ်ငန်းရလဒ်များ ၊ ယူဂန်ဒါနိုင်ငံတွင် ဆောင်ရွက်ခဲ့သည့် အတွေ့အကြုံ များ ၊ Performance Audit ဆောင်ရွက်ရာတွင် စစ်ဆေးသည့် ဌာနအဖွဲ့အစည်းသာမက သက်ဆိုင်သည့် လုပ်ငန်းဌာနများနှင့်လည်း ဆက်စပ်ဆောင်ရွက်ရပုံများ ၊ စာရင်းစစ်များအနေဖြင့် ဂရုပြုသိရှိသင့်သည်များကို ဆွေးနွေးခဲ့ ကြပြီး တက်ရောက်သူများ၏ အတွေ့အကြုံများနှင့် မေးမြန်းချက်များအပေါ် ၎င်းတို့၏ အမြင်များကို ပြန်လည်မျှဝေခဲ့ဲ့ကြပါသည်။
၃။ အလုပ်ရုံ ဆွေးနွေးပွဲကျင်းပခြင်းဖြင့် တက်ရောက်သူများသည် ISSAI နှင့်အညီ Performance Audit ဆောင်ရွက်ပုံများ၊ ကောင်းမွန်သည့် ကျင့်ထုံးများ ၊ သာဓကအနေဖြင့် Performance Audit ကို လက်တွေ့ထဲထဲဝင်ဝင် ဆောင်ရွက်နေသည့် နော်ဝေနိုင်ငံ စာရင်းစစ်ချုပ်ရုံး၏ လုပ်ကိုင်ပုံ နည်းစနစ်များ ၊ Case Study များ လေ့လာခြင်းမှ တွေ့ကြုံလာနိုင်သည့် အခက်အခဲများ ၊ ပူးပေါင်းဆောင်ရွက်ရခြင်းများ၊ ပြဿနာ တစ်ရပ်အပေါ် ရှုမြင်သုံးသပ်ပုံများကို သိရှိရခြင်းဖြင့် အသိအမြင် ၊ဗဟုသုတများ တိုးပွားကာ ၎င်းတို့အနေဖြင့် Performance Audit ဆောင်ရွက်ရာတွင် အဆိုပါ အချက်များကို အထောက်အကူပြု အသုံးချနိုင်မည်ဖြစ်ပါသည်။ အလုပ်ရုံဆွေးနွေးပွဲသို့ နော်ဝေနိုင်ငံ စာရင်းစစ်ချုပ်ရုံးမှ ကျွမ်းကျင်ပညာရှင်များ ၊ ပြည်ထောင်စု စာရင်းစစ်ချုပ်ရုံးနှင့် နေပြည်တော် ကောင်စီနယ်မြေအတွင်းရှိ စာရင်းစစ်ရုံးများမှ အရာထမ်း၊ အမှုထမ်း စုစုပေါင်း (၁၅၇) ဦး တက်ရောက် ခဲ့ကြပါသည်။
1. Office of the Auditor General of the Union of Myanmar and Office of the Auditor General of Norway jointly held the Workshop on Performance Audit at the Office of the Auditor General of the Union, Nay Pyi Taw from June 19 to 20, 2017.
2. In the workshop, the Performance Audit Experts from Office of the Auditor General of Norway explained the definition of Performance Audit and the objectives such as Economy, Efficiency, Effectiveness and Goal Attainment in line with International Standards of Supreme Audit Institutions, ISSAI. The Norway experts shared the methodological design in Performance Audit according to ISSAI, the case study learnt in Norway and its related audit findings, recommendations, reporting, audits outputs, the experiences from the Performance Audits in Uganda. They also discussed about the ways of communications with the audited entities as well as the related parties, and the facts that requirements to be known by the auditor sides. The experts exchanged their ideas on the experiences of the participants and re-discussed on the questions from the participants.
3. By holding the workshop, the participants reached the perceptions and knowledge about how Performance Audit done by applying ISSAI and good international practices with the example of Office of the Auditor General of Noway. The participants can imagine how Office of the Auditor General of Noway conducts the performance audit in line with a systematic approach in a practical manner, the possible challenges through learning on case study, coordination, consideration and handle on the emphasized issues, so that the participants can apply those ideas as supported tools when they conduct Performance Audit. In the workshop, a total number of (157) persons who are the experts from Office of the Auditor General of Norway, officers and staff from Office of the Auditor General of the Union and the audit offices around Nay Pyi Taw territory were present.
