၁။ ၂၀၁၈ ခုနှစ်၊ အောက်တိုဘာလ (၃) ရက်နေ့ နေ့လည်(၁း၃၀) နာရီအချိန်တွင် ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံး၊ စုပေါင်းခန်းမ၌ စာရင်းစစ်- ၃ များ လုပ်ငန်းခွင်ကျွမ်းကျင်မှုသင်တန်း အမှတ်စဉ်- ၄၈ သင်တန်းဆင်းပွဲအခမ်းအနား ကျင်းပခဲ့ရာ ပြည်ထောင်စုစာရင်းစစ်ချုပ် တက်ရောက်၍ သင်တန်းဆင်းလမ်းညွှန်အမှာစကား ပြောကြားခဲ့ပါသည်။
၂။ အဆိုပါအခမ်းအနားသို့ ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံးမှ တာဝန်ရှိပုဂ္ဂိုလ်များ၊ သင်တန်းကထိကများနှင့် သင်တန်းသား / သင်တန်းသူ- ၁၁၂ ဦး တက်ရောက်ခဲ့ပါသည်။
၃။ အခမ်းအနားတွင် ပြည်ထောင်စုစာရင်းစစ်ချုပ်က အောက်ပါအတိုင်း လမ်းညွှန်အမှာစကား ပြောကြားခဲ့ပါသည်-
- စာရင်းစစ်များလုပ်ငန်းခွင်ကျွမ်းကျင်မှုသင်တန်းများ စဉ်ဆက်မပြတ် ဖွင့်လှစ်ပေးလျက်ရှိကြောင်း၊
- လက်တွေ့လုပ်ငန်းခွင်မှာ Basic Unit များဖြစ်ကြတဲ့ စာရင်းစစ်များရဲ့ အရည်အသွေးမြှင့်တင်ပေးလိုပြီး စာရင်းစစ်ဆေးခြင်းအတတ်ပညာများ ပို၍ကျွမ်းကျင်တတ်မြောက်စေလိုကြောင်း၊
- စာရင်းစစ်ကျင့်ဝတ်သိက္ခာများကို လိုက်နာသော၊ လုပ်ငန်းကျွမ်းကျင်၍ မိမိတို့ရဲ့အဖွဲ့အစည်းအပေါ် တန်ဖိုးထားတတ်သော စာရင်းစစ်များ ပေါ်ထွန်းလာစေလိုကြောင်း၊
- ပြည်ထောင်စုစာရင်းစစ်ချုပ်ဥပဒေက ပေးအပ်တဲ့တာဝန်များကို ကျေပွန်စွာ ထမ်းဆောင်နိုင်ဖို့ တစ်ဦးချင်းစီ၏ အရည်အသွေးများ ဖြည့်ဆည်းကြဖို့ လိုအပ်ကြောင်း၊
- တွေးခေါ်မြော်မြင်တတ်မှုနှင့် ဝေဖန်ပိုင်းခြားနိုင်သောစွမ်းရည်များ ပြည့်ဝအောင် လေ့ကျင့်သင်ယူကြစေလိုကြောင်း၊
- ကိုယ့်ကိုယ်ကိုယ် ပျိုးထောင်တဲ့နေရာမှာ စိတ်ဓာတ်၊ စည်းကမ်း၊ စေတနာ ကောင်းထားကြဖို့လိုကြောင်း၊
- မိမိတို့လုပ်ငန်းများကို ဆောင်ရွက်ရာတွင် သိက္ခာရှိစွာ ဖြောင့်ဖြောင့်မတ်မတ် ဆောင်ရွက်ကြဖို့လိုကြောင်း၊
- စစ်ဆေးရေးအရည်အသွေးများ အမြဲတိုးတက်ရှင်သန်နေအောင် ကြိုးပမ်းဆောင်ရွက်ကြဖို့ မှာကြားလိုကြောင်း လမ်းညွန်ခဲ့ပါသည်။
၄။ အခမ်းအနားကို နေ့လည် ( ၂ း ၀၀ ) နာရီအချိန်တွင် ရုပ်သိမ်းခဲ့ပါသည်။
ပြည်ထောင်စုစာရင်းစစ်ချုပ်ဦးမော်သန်း ခေါင်းဆောင်သည့်ကိုယ်စားလှယ်အဖွဲ့သည် နော်ဝေနိုင်ငံံစာရင်းစစ်ချုပ် Mr.Per-Kristian Foss ၏ ဖိတ်ကြားချက်အရ ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံးနှင့် နော်ဝေနိုင်ငံံစာရင်းစစ်ချုပ်ရုံးတို့အကြား ၂၀၁၆ ခုနှစ်၊ အောက်တိုဘာလက ရေးထိုးထားသည့် နားလည်မှုစာချွန်လွှာ (MOU) အရ ဆက်လက်ပူးပေါင်းဆောင်ရွက်မည့်ကိစ္စရပ်များကို ဆွေးနွေးရန်နှင့် နော်ဝေနိုင်ငံံစာရင်းစစ်ချုပ်ရုံးတွင် ဆောင်ရွက်နေသည့်လုပ်ငန်းများနှင့် Modernization Programme များကို လေ့လာရန် ၂-၉-၂၀၁၈ ရက်နေ့ နံနက်ပိုင်းတွင် ရန်ကုန်မြို့မှထွက်ခွာခဲ့ပါသည်။ ပြည်ထောင်စုစာရင်းစစ်ချုပ်နှင့်အတူ ဒုတိယအမြဲတမ်းအတွင်းဝန် ဦးကြည်ဝင်း၊ ဒုတိယညွှန်ကြားရေးမှူးချုပ် ဒေါ်စန်းစန်းဝင်း၊ ညွှန်ကြားရေးမှူးများဖြစ်သည့် ဒေါ်စီစီချိန်နှင့် ဒေါ်ထားရီတို့ လိုက်ပါသွားကြသည်။
ကိုယ်စားလှယ်အဖွဲ့အား ရန်ကုန်တိုင်းဒေသကြီးစာရင်းစစ်ချုပ်ရုံး၊ မြန်မာနိုင်ငံံစာရင်းကောင်စီ်နှင့့်် မြန်မာနိုင်ငံံလက်မှတ်ရပြည်သူ့စာရင်းကိုင်များအသင်းတို့မှ တာဝန်ရှိသူများက ရန်ကုန်အပြည်ပြည်ဆိုင်ရာ လေဆိပ်၌ ပို့ဆာင်နှုတ်ဆက်ခဲ့ကြသည်။
ပြည်ထောင်စုစာရင်းစစ်ချုပ်ဦးမော်သန်းနှင့် တာဝန်ရှိသူများအား နော်ဝေနိုင်ငံံစာရင်းစစ်ချုပ်က ၃-၉-၂၀၁၈ ရက်နေ့တွင် ကြိုဆိုနှုတ်ခွန်းဆက်စကားပြောကြားပြီးနောက် ပြည်ထောင်စုစာရင်းစစ်ချုပ်ဦးဆောင်သော ကိုယ်စားလှယ်အဖွဲ့နှင့် နော်ဝေနိုင်ငံံ စာရင်းစစ်ချုပ်ရုံးမှ ကိုယ်စားလှယ်အဖွဲ့တို့သည် MOU အရ ရှေ့ဆက်လက် ဆောင်ရွက်မည့်အစီအစဉ်များကို ဆွေးနွေးခဲ့ကြပြီး နော်ဝေနိုင်ငံံစာရင်းစစ်ချုပ်ရုံး၌ အကောင်အထည်ဖော် ဆောင်ရွက်နေသည့် Modernization Programme ၊ Human Resource Programme ၊ ICT Strategy နှင့် Performance Audit Report များ လွှတ်တော်သို့ အစီရင်ခံတင်ပြခြင်း၊ Follow-up ဆောင်ရွက်သည့်အဆင့်များ၊ နော်ဝေနိုင်ငံစာရင်းစစ်ချုပ်က ဥက္ကဋ္ဌအဖြစ် ဆောင်ရွက်နေသည့် INTOSAI Development Initiative (IDI) ၏ လက်ရှိဆောင်ရွက်လျက်ရှိသည့် Programme ဆိုင်ရာ အချက်အလက်များကို လေ့လာသိရှိခဲ့ရပါသည်။
ပြည်ထောင်စုစာရင်းစစ်ချုပ်ဦးမော်သန်းနှင့် တာဝန်ရှိသူများသည် နော်ဝေနိုင်ငံံစာရင်းစစ်ချုပ်ရုံး၌ (၃) ရက်တာ လေ့လာပြီးနောက် ၇-၉-၂၀၁၈ ရက်နေ့ ညနေပိုင်းတွင် ရန်ကုန်မြို့သို့ ပြန်လည်ရောက်ရှိခဲ့ပြီး ရန်ကုန်တိုင်းဒေသကြီးစာရင်းစစ်ချုပ်နှင့် ရန်ကုန်တိုင်းဒေသကြီးစာရင်းစစ်ချုပ်ရုံး၊ မြန်မာနိုင်ငံံစာရင်းကောင်စီ်နှင့် မြန်မာနိုင်ငံံလက်မှတ်ရပြည်သူ့စာရင်းကိုင်များအသင်းတို့မှ တာဝန်ရှိသူများက ရန်ကုန်အပြည်ပြည်ဆိုင်ရာ လေဆိပ်၌ လာရောက်ကြိုဆိုခဲ့ကြပါသည်။
At the invitation of His Excellency Mr. Per-Kristian Foss, Auditor General of Norway, His Excellency U Maw Than, Union Auditor General of the Republic of the Union of Myanmar left from Yangon on 2.9.2018 to visit the activities and Modernization Programme of Office of the Auditor General of Norway - OAGN and discuss the ongoing activities under MoU between OAGN and Office of the Auditor General of the Union - OAGM. Deputy Permanent Secretary U Kyi Win, Deputy Director General Daw San San Win, Director Daw Si Si Chein and Daw Htar Yi also accompanied with the Union Auditor General.
The delegation led by Union Auditor General was seen off by the responsible persons of Yangon Region Auditor General Office, Myanmar Accountancy Council and Myanmar Institutes of Certified Public Accountant at Yangon International Airport.
Auditor General of Norway welcomed the delegation led by Union Auditor General on 3.9.2018. Then, the representatives of OAGM and OAGN discussed the ongoing activities under MoU. The delegation had a chance to know about the implementation of OAGN relating to Modernization Programme, Human Resource Programme, ICT Strategy, the process of follow-up and reporting the Performance Audit Report to Parliament and information about INTOSAI Development Initiative (IDI) that is chaired by OAGN.
After visiting at OAGN for three days, Union Auditor General and officials arrived in Yangon on the evening of 7.9.2018 and Yangon Region Auditor General and the responsible persons of Yangon Region Auditor General Office, Myanmar Accountancy Council and Myanmar Institutes of Certified Public Accountant welcomed back at Yangon International Airport.
