Registration of Professional Accountant in Public Practice - PAPP

Application for Initial Registration

1.         The person, whose CPA (full-fledged) registration completed one year, shall apply himself/herself together with the following documents for the initial registration of PAPP, according to the Myanmar Accountancy Council’s Notification No. 27/2018;

(a)Self-written application letter;

(b)MICPA membership Card (Original and Copy) (must be renewed for the relevant calendar year);

(c)The documentary evidences for CPD hours attended (to be fulfilled at least 20 CPD hours within 12 months before the application date.);

(d)    Self-undertaking letter for living in Myanmar at least 183 days in the year before the relevant registration calendar year;

(e)    Self-undertaking letter for not working as a full-time employee in any other business organization;

(f)     Self-undertaking letter for doing the accounting in Public Practice as a main occupation in the relevant registration calendar year;

(g)    CPA (full-fledged) registration card (Original and Copy).

2.         The holder of Registered Accountant (R.A) certificate shall apply the PAPP registration with the original Registered Accountant (R.A) certificate (Original and Copy) and the above-mentioned Paragraph No. from 1 (a) to 1 (g).

3.         When the application meets the requirements, the Myanmar Accountancy Council office check and accept the application; and then submit to the Practising Registration Certificate Scrutiny Committee for the approval of the application; when the committee approve the application, the applicant has to pay the application fee and initial registration fee ; and fill the application form with the two passport size photos; after doing that, the Myanmar Accountancy Council office issue the registration card.

Application for Registration Renewal           

5.         According to the Myanmar Accountancy Council’s Notification No. 27/2018, the applicant must apply himself/herself together with the following documents for the registration renewal of PAPP;

(a)       the application form;

(b)       PAPP Registration Card (Original and Copy);

(c)MICPA membership Card (Original and Copy) (must be renewed for the relevant calendar year);

(d)       The documentary evidences for CPD hours attended (to be fulfilled at least 120 CPD hours within 12 months before the November of the adjacent year before the renewal calendar year.);

(e)       Self-undertaking letter for living in Myanmar at least 183 days in the year before the relevant registration calendar year;

(f)        Self-undertaking letter for not working as a full-time employee in any other business organization.

6.         The fees for registration renewal of PAPP are as follows;

Audit Firm Registration

 

Initial Registration

1.         According to the Myanmar Accountancy Council’s Notification No. 12/2015, the applicant must apply for the initial registration of the audit firm together with the following documents;

Sole proprietorship

            (a)       Copy of valid Public Practice Accountant Certificate;

(b)       Copy of stationery/ letterhead to be used in signing of auditor’s report;

(c)        Copy of Tax clearance from Internal Revenue Department;

(d)       Power of attorney letter and the Citizenship Scrutiny Card (Copy) for not self-application.

Partnership

(a)       Copy of valid Public Practice Accountant Certificate of all partners;

(b)       Copy of Certificate or Registration, if any;

(c)        Copy of signed Partnership Deeds/ Memorandum of Agreement;

(d)       Copy of stationery/ letterhead to be used in signing of auditor’s report;

(e)       Copy of Tax clearance from Internal Revenue Department;

(f)        Power of attorney letter and the Citizenship Scrutiny Card (Copy) for not self-application.

Company Incorporated

(a)       Copy of valid Public Practice Accountant Certificate of all shareholders;

(b)       Copy of Certificate of Incorporation;

(c)        Copy of signed Memorandum of Associations and Articles of Associations or constitution;

(d)       Copy of commercial tax registration certificate;

(e)       Copy of stationery/ letterhead to be used in signing of auditor’s report;

(f)        Copy of Tax clearance from Internal Revenue Department;

(g)       Power of attorney letter and the Citizenship Scrutiny Card (Copy) for not self-application.

Accounting Business apart from the Accounting in Public Practice (Non-Audit Service) Registration

Sole proprietorship

(a)       Copy of letterhead seal to be used;

(b)       1 Passport size photo;

(c)        Profile of the owner;

(d)       Copy of Education Certificate;

(e)       Letter outlining past work experience;

(f)        Copy of owner’s NRC Card/ Passport;

(g)       Copy of Tax clearance from Internal Revenue Department;

(h)       Power of attorney letter and the Citizenship Scrutiny Card (Copy) for not self-application.

Partnership

(a)       Copy of Certificate or Registration, if any;

(b)       Copy of signed Partnership Deeds/ Memorandum of Agreement;

(c)        Copy of letterhead to be used;

(d)       Passport size photos of the all partners;

(e)       Profiles of the all partners;

(f)        Copy of Education Certificates of the all partners;

(g)       Letter outlining past work experiences of the all partners;

(b)       Copy of Permit under Section 27A of Myanmar Companies Act ( for only Foreign Companies)

(c)        Copy of recent audited financial statements

(d)       Copy of commercial tax registration certificate

(e)       Copy of letterhead to be used

(f)        Copy of Education Certificates of the professional staff

(g)       Letter outlining past work experiences of the professional staff

(h)       Copy of shareholder’s and directors’ NRC Card/ Passport

()      Copy of Tax clearance from Internal Revenue Department

(i)        Power of attorney letter and the Citizenship Scrutiny Card (Copy) for not self-application.

Registration as a trainer

Initial application

  1. An application fee of 1,000 Kyats must be paid and the application form (Trainer Form-1) must be applied. (Including attached documents)
  2. The application is submitted to the committee if it is complete; when the committee approve, the registration fee of 50,000 Kyats and annual fee (for each subject of CPA) of 30,000 Kyats, (for each subject of DA) of 20,000 Kyats will be paid.
  3. The registration certificate is issued within 30 days from the payment date.
  4. The registration period is 12 months (1 years period) including calendar month of the first registration fees payment date.

Application for renewal

  1. The renewal must be applied 90 days before the expiration date and no later than 60 days.
  2. An application fee of 1,000 Kyats must be paid and the application form (Trainer Form-2) must be applied. (Including attached documents)
  3. The application is submitted to the committee if it is complete; when the committee approve, annual fee (for each subject of CPA) of 30,000 Kyats, (for each subject of DA) of 20,000 Kyats will be paid within 10 days from the date of receipt of the notice.
  4. The registration certificate is issued within 30 days from the payment date.

Registration of the private accounting training schools

Initial application

  1. An application fee of 1,000 Kyats must be paid and the application form (School Form-1) to (School Form-5) must be applied. (Including attached documents)
  2. The application is submitted to the committee if it is complete; when the committee approve, the registration fee of 500,000 Kyats and annual fee of 300,000 Kyats will be paid within 10 days from the date of receipt of the notice.
  3. The registration certificate is issued within 30 days from the payment date.
  4. The registration period is 36 months (3 years period) including calendar month of the first registration fees payment date.

Application for renewal

  1. The renewal must be applied within the next two months before the renewal date.
  2. An application fee of 1,000 Kyats must be paid and the application form (School Form-6) must be applied. (Including attached documents)
  3. The application is submitted to the committee if it is complete; when the committee approve, the registration fee of 500,000 Kyats and annual fee of 300,000 Kyats will be paid.
  4. The registration certificate is issued within 30 days from the payment date.
  5. If there is a failure to apply for renewal within the next two months prior to the renewal date, the renewal must be applied by paying an application fee of 1,000 Kyats + 500,000 Kyats for renewal + 300,000 Kyats for annual renewal + 800,000 Kyats for late payment = 16,01,000 Kyats.
  6. Late application is not allowed. The registration will be defined as expired; and at the time of re-application, the application fee of 1,000 Kyats + the renewal registration fee of 500,000 Kyats + the annual fee of 300,000 Kyats + the fee for no renewal (per year) of 100,000 Kyats must be paid.
  7. No renewal fee will be charged for those who return the original registration certificate with the notice of suspension.
