The 4th ASEANSAI Executive Committee Meeting was held at 8:00 am on 8 September 2020 virtually with Zoom platform to discuss the issue on the Terms of Reference (TOR) of the Establishment of Task Force ASEANSAI Legal Capacity (TFALC) according to the discussion of the side line meeting at XXIII INCOSAI in Russia in September 2019 and technical meeting prior to 5th ASEANSAI Summit in Kuala Lumpur in November 2019.
The meeting was hosted by SAI Malaysia as Chair of ASEANSAI and attended by 22 representatives from SAI Malaysia as Chairman of ASEANSAI, SAI Myanmar as Vice Chairman and SAI Indonesia as ASEANSAI Secretariat.
During the meeting, H.E YBhg. Datuk Nik Azman Nik Abdul Majid, Auditor General of SAI Malaysia as Chairman of ASEANSAI delivered the opening speech and the meeting was held with three activities of the agenda. After that, Mr. Bahtiar Arif, Secretary General of ASEANSAI Secretariat presented the ToR for the establishment of Task Force on ASEANSAI Legal Capacity (TFALC). ASEANSAI Chairman H.E YBhg. Datuk Nik Azman Nik Abdul Majid discussed to finalize the ToR and establishment of TFALC during the Task Force Meeting which will be held in the afternoon, participants agreed and concluded the meeting at 10:00 am.
The Union Auditor General in his capacity as Vice Chairman of ASEANSAI, the Permanent Secretary, the Director General (Audit Department), the Deputy Permanent Secretary and senior officials from the Office of the Auditor General of the Union were present at the meeting.
ရုရှားနိုင်ငံတွင် ၂၀၁၉ ခုနှစ်၊ စက်တင်ဘာလ၌ ကျင်းပခဲ့သော ၂၃ ကြိမ်မြောက် INCOSAI အစည်းအဝေးတွင် ပြုလုပ်ခဲ့သော Side line meeting နှင့် မလေးရှားနိုင်ငံ၊ ကွာလာလမ်ပူမြို့တွင် ၂၀၁၉ ခုနှစ်၊ နိုဝင်ဘာလ၌ ကျင်းပခဲ့သော (၅) ကြိမ်မြောက် ASEANSAI Summit မတိုင်မီကျင်းပ ခဲ့သော အစည်းအဝေးများတွင် ဆွေးနွေးချက်အရ TFALC-Task Force ASEANSAI Legal Capacity ဖွဲ့စည်းတည်ထောင်ရန် Terms of Reference – ToR ကိုဆွေးနွေးညှိနှိုင်းရန် (၄) ကြိမ်မြောက် ASEANSAI Executive Committee အစည်းအဝေးကို ၈.၉.၂၀၂၀ ရက်နေ့ ၊ နံနက် ၈:၀၀ နာရီတွင် Zoom platform ဖြင့် ကျင်းပပြုလုပ်ခဲ့ပါသည်။
အစည်းအဝေးကို ASEANSAI ဉက္ကဋ္ဌဖြစ်သည့် SAI Malaysia ကဉီးဆောင်၍ ကျင်းပခဲ့ပြီး ASEANSAI Executive Committee အဖွဲ့ဝင်များဖြစ်သည့် ASEANSAI ဒုတိယဥက္ကဋ္ဌ SAI Myanmar နှင့် ASEANSAI ၏ Secretariat ဖြစ်သည့် SAI Indonesia တို့မှ ကိုယ်စားလှယ် ၂၂ ဦး တက်ရောက်ခဲ့ကြပါသည်။
အစည်းအဝေးတွင် ASEANSAI ဉက္ကဋ္ဌ ၊ မလေးရှားနိုင်ငံစာရင်းစစ်ချုပ် H.E YBhg. Datuk Nik Azman Nik Abdul Majid က အဖွင့်မိန့်ခွန်းပြောကြားပြီး အစည်းအဝေးကို အစီအစဉ် ၃ ရပ်ဖြင့် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ ASEANSAI Secretariat ၏ Secretary General ဖြစ်သူ Mr. Bahtiar Arif က ASEANSAI ၏ ဥပဒေရေးရာလိုအပ်ချက်နှင့်စပ်လျဉ်းသည့်အဖွဲ့ ဖွဲ့စည်းရေး အကြောင်းအရာများ ကို ရှင်းလင်းပြောကြားခဲ့ပါသည်။ ထို့နောက် ASEANSAI ဥက္ကဋ္ဌက ToR- Term of Reference အပေါ် သဘောတူညီချက်တောင်းခံခြင်း၊ TFALC ဖွဲ့စည်းတည်ထောင်မှုအပေါ် သဘောတူညီချက်တောင်းခံခြင်းတို့ကို ယင်းနေ့ နေ့လယ်ပိုင်းတွင် ဆက်လက်ကျင်းပမည့် Task Force Meeting တွင် အပြီး သတ်ဆွေးနွေးရန် တင်ပြချက်အပေါ်သဘောတူညီခဲ့ကြပြီး အစည်းအဝေးကို နံနက် ၁၀:၀၀ နာရီ တွင်ရုပ်သိမ်းခဲ့ပါသည်။
အဆိုပါအစည်းအဝေးသို့ ASEANSAI ၏ ဒုတိယဉက္ကဋ္ဌ Executive Committee အဖွဲ့ဝင် ပြည်ထောင်စုစာရင်းစစ်ချုပ်၊ အမြဲတမ်းအတွင်းဝန်၊ ညွှန်ကြားရေးမှူးချုပ်(စစ်ဆေးရေး)၊ ဒုတိယ အမြဲတမ်းအတွင်းဝန်နှင့် တာဝန်ရှိသူများတက်ရောက်ခဲ့ကြပါသည်။
International Public Sector Accounting Standards (IPSAS) Implementation Preparatory Committee – IIPC (2/2020) Online Meeting was held by WebEx link at 10:00 AM on 11th September, 2020.
The Permanent Secretary from the Office of the Auditor General of the Union, Chair of the committee, the Director General from the Department of Treasury and the Deputy Director General on behalf of the Director General from the Department of Budget as Vice Chairs of the committee, Director General from the Office of the Auditor General of the Union, Deputy Director Generals from the Central Bank of Myanmar, Ministry of Education, Department of Planning and the General Manager from the Myanmar Economic Bank as members, and the Deputy Permanent Secretary from the Office of the Auditor General of the Union as the Secretary of the committee, attended the online meeting.
In the meeting, the progress of implementation on the decisions of 1/2020 IIPC meeting which was held on 23rd June, 2020 and the matters to be taken forward were discussed. Moreover, regarding the transition to the IPSAS from the generally accepted accounting principles, accounting policies and explanatory Notes, the effects of changes in foreign exchange rates, current condition of the matters to be expressed together with Forms (Yathasa-1) and (Yathasa-6) Receipt and Payment Accounts (Annual Accounts) according to the system for the preparation of Receipt and Payment Financial Statements, and a sample of notes to the Financial Statements were discussed by the Office of the Auditor General of the Union, and the sector classifications in the System of National Accounts were discussed by the Department of Planning respectively.
