The workshop on progress and field test of financial audit guidelines, one of the ongoing activities (Regional Capacity Development and Technical Assistance – R-CDTA) began in Nay Pyi Taw on 20th July 2016 and continued until 5th August 2016 together with training for field test using revised Financial Audit Guidelines.
At the opening ceremony, the Union Auditor General delivered a welcome speech to ADB team and encouraged the participants to meet the objectives of the workshop such as emerging International Standards on Supreme Audit Institution-ISSAIs based Financial Audit Guidelines and conducting field test on the Financial Statements of ADB funded projects properly.
The targeted outcome of that ADB technical assistance for the Union Auditor General Office will be the quality of financial audit guidelines for Myanmar SAI improved to ISSAI level and this will significantly contribute in promoting and enhancing accountability and good governing of ADB funded projects.
The technical assistance was approved by the Asian Development Bank in December 2014 with funding from the Government of Japan’s Fund for Poverty Reduction. The Supreme Audit Institutions of the Philippines, Vietnam, Lao PDR and Cambodia are also included in the R-CDTA project.
At the workshop, Technical Working Group-TWG members from the Union Auditor General Office and official concerned from regional offices were also present.
During the workshop TWG members and ADB team discussed for the issuing of ISSAIs based Financial and Compliance Audit Manual and Guidelines and ongoing matters regarding the R-CDTA project for the future. Moreover, ADB team gave lecture to the attendees so that Pre-Engagement, Planning, Field Work and Reporting which are the Field Audit Process can be conducted in line with ISSAI based Financial Audit Guidelines. Pilot Test on two ADB funded projects under the Ministry of Electricity and Energy, and Ministry of Construction in Nay Pyi Taw was made on August 2nd 2016. Closing ceremony of the training was held on August 5th 2016 and Daw Naing Thet Oo, Director General of the Audit Department who is the Chair of the TWG and the responsible persons gave the certificates to the attendees for completion of the training and the workshop is successfully concluded.
